After reviewing the political thesis, the platform of the Convergence and the proposal of Transitional Government, which will be discussed at this most foundational instance, and after looking at the political perspective, the plenary meeting reaffirmed its decision to act completely for peace and reconciliation, based on social justice, democratic inclusion, sovereignty, non-predatory and harmonious relationship with nature and the eradication of corruption.
The congress will define the character of the new party, broad in its conception and exercise of politics and consistent with the tradition and experience of decades of revolutionary struggle in its internal organization; it will provide the programmatic definitions required by the political conjuncture, as well as those required to meet our strategic vision of structural transformation of the current social order. It will have the task of offering a political alternative to the Colombian society as a whole, and particularly the working class in general, the excluded men and women, in order to contribute to improving their present and daily life.
We reaffirm that our political strategy is committed -in the immediate term- to the need for a transitional government, with broad convergence and a strong democratic coalition; this will be the guiding objective of our participation in the electoral contest of 2018; we are willing to spare no effort in order to develop the necessary political dialogues for this purpose to become a reality; we will engage our work in the search for the unity of the popular and democratic field, always with the understanding that the definitions and programmatic agreements must live up to the historical moment: the implementation of the Final Agreement and its necessary expansion towards a political alternative with effective response to the most sensitive problems of the population. We believe that the multiple signs of crisis in the current state of affairs provide an exceptional opportunity to produce a democratic breakthrough in our country.
In this regard, the Plenary invites the current candidates to the Presidency, so that on the first day of sessions they present their vision of the country and their commitment to peace. After very fruitful exchanges and deliberations, we have concluded that: signing the Final Agreement that clears the way to the political solution represents one of the most important triumphs of the popular field in the last decades and the fulfillment of one of our greatest aspirations after the beginning of the armed uprising in response to the aggression against Marquetalia in 1964.
The congress will be the closing event of this cycle of armed confrontation and the inauguration of a new one, in the context of the triumph of the negotiated solution to the armed conflict and of a historical political and cultural inflection, perhaps not yet sufficiently perceptible by the society as a whole: that of definitively putting an end to the chapter of war and that of the beginning of the transformations towards the political, economic, social and cultural democratization of the country.
The implementation of the Final Agreement in these first months has been a process full of difficulties and obstacles; nevertheless, the agreement opens huge prospects. We must bear in mind that implementation is a conflictive and contradictory process; in the strict sense, it is a battlefield.
The quality of the implementation -although it depends on the fulfillment on part of the Government and the State- is largely based on the social and popular support and political action that we deploy. In that sense, we must recognize that we have a lot of work ahead. The implementation process has met with fierce opposition from the far-right sectors, that are desperately aware that the advance of reconciliation leaves their reactionary political discourse without breath, and their ill-intentioned aim of returning the country to war, of which they have taken political advantage and economic benefit. It is undoubtedly a threat that cannot be underestimated, but that is destined to be overcome by history in the near future.
Beyond the overcoming of the historical obsolescence of the militarist and far-right opposition, it is necessary to leave behind the idea that the peace process is only about the disarmament of the FARC-EP. The idea of negative peace, of the mere silence of the rifles, does not respond to the demands of the implementation of the agreement. Only in the full compliance of the agreements exists the real possibility of definitively closing the chapter of violence in our country.
We reiterate our solidarity with the social and popular struggles in our country against the neoliberal policies of the Government; we condemn the systematic killing of social leaders, men and women, and demand state responses so that this situation does not lead to a new cycle of extermination of the political alternatives and the opposition.
We reaffirm our support for the process of dialogue with the ELN and hope that the perspective of peace will shelter the entire nation. To the guerrillas who still have not benefited from amnesty, we transmit the determination of the Central High Command to not loosen in the demand of their release in the agreed time.
Finally, we express our solidarity with the struggles of the peoples of our America, with Cuba and the Bolivarian Revolution of Venezuela, which today face the struggles of the transnational right.
